Carter Lucas began his tenure as Public Works Director with the City of Milton in April 2009 and now serves a Public Works Director and Assistant City Manager.
Lucas oversees Community Development, Parks and Recreation and Public Works. As Public Works Director, Lucas manages the design, construction and inspection of public capital improvement projects; the Streets Division, which maintains streets and sidewalks in the city; the Traffic Control Division, which maintains all traffic control devices within the city streets; stormwater drainage; bridges; and the long-range planning and development of the city’s transportation network.
Lucas is a licensed professional engineer in Florida and Georgia and a certified Level 1B and Level II erosion and sediment control inspector. He is a current member of the American Public Works Association.
Prior to joining the City of Milton, Lucas served in several roles in both the public and private sectors. As a consulting engineer, he worked on numerous commercial, residential and municipal projects throughout the southeast.
Lucas served as the City Engineer in Roswell from 1998 to 2006, where he was responsible for the permitting and inspection division, flood plain and stormwater management and the GIS Division. Prior to accepting the position with the City of Milton, Lucas also served as the vice president for development at Piedmont Investments and at CH2M Hill as a principal engineer working with municipalities throughout the country in both community development and public works.
Lucas is a 1988 graduate of the University of Florida, where he received a bachelor of science degree in civil engineering.
