Human Resources Department Staff

Sam Trager joined the City of Milton in October 2009 as Human Resources Director. He has more than 25 years of progressively responsible public sector human resources experience.

The city’s Human Resources Department is responsible for: recruitment and retention; compensation and benefits; safety and risk management; organizational development; and employee relations.

Since joining Milton, Trager has helped lead recruitments for all levels of the organization, supervised revisions to the city’s Personnel Handbook and completed and implemented the city’s first Salary and Benefits Survey to assure wages and benefits are competitive in the market.

He is most proud that Milton continually maintains a high retention rate and feels it reflects the city’s commitment to employees.

Before coming to Milton, Trager served as Managing Consultant for Slavin Management Consultants, where he specialized in providing executive search services for public sector organizations recruiting city managers and department heads throughout the country. Trager has also served as the Human Resources Director for Hall County and the Compensation and Benefits Administrator for Athens-Clarke County.

Trager has taught for the Terry College of Business at the University of Georgia and has also conducted Human Resources Department-related training for the Carl Vinson Institute and the Georgia Local Government Personnel Association.

A graduate of Mercer University, Trager holds an undergraduate degree in political science and a master's of business administration. He is also a certified professional in compensation and benefits through World at Work (the American Compensation Association).
